Here's a list of ISPs with AirH" packet (flat rate) access numbers. It
doesn't mention the prices but I know a lot of them cost less than PRIN.

In the long run, the b-mobile service (which runs over the Air H" network)
works out quite a lot cheaper and includes ISP charges and various
acceleration services: HTTP compression / image-reduction proxy and mail
compression service (current retail price including card is around 89,000
yen / year).
