You should be able to get prepaid phones for
about YEN 10,000 at many convenience stores
(7-11 etc). These are usually AU phones.
You can also get prepaid phones from all carriers
(DoCoMo, AU, J-Phone) in their shops.
Prepaid models are not the same as the top-models,
and often older less popular models, but ok.
Prepaid cards are around 1000, 3000, 5000 yen, and
are valid for a limited amount of talking (at pretty
high rates), for some internet/email usage and for
a limited amount of time (around 1 month, but up
to one year depending on the amount you prepay).
Incoming calls are free, and work even after the
prepaid amount has been used up. You'll find all
the information you need on the websites or in
the shops of the carriers.

Some hotels also rent out phones (e.g. New Otani).
