Does anyone have any guess on what the per packet charges in May 2001
were in Japan?

http://www.statistics.gov.uk/pdfdir/intacc0702.pdf

from 13% to 20% through 1999 (Jan to Dec) in the UK after introduction
of flat rate metering of calls.

So not "high" - but it is not necessary to argue that it was, - merely
that it was not very low..

Okay, how about internet diffusion statistics for households from
www.stat.go.jp?

1999 = 21.4%
2000 = 37.1%
2001 = 44%
2002 = 54.5%

Surely you must concede that 21.4% in 1999 when i-mode launched is not
exactly
high?
