You can find official monthly statistics on the TCA (Telecommunications Carriers Association) website: http://www.tca.or.jp/index-e.html. 3G in Japan is WCDMA + CDMA2000 1x. I don't know how Nokia comes to such a different figure but sometimes there is also a debate about what exactly the term 3G stands for, and accordingly the numbers may differ.
