.. but you know what, I would agree with what Curt said, you are better off dropping support for Tuka if you can - they are really not worth the hassle.  
 
If you support XHTML then the AU phones, which use ezweb, will work fine and there are a heck of a lot more people using these phones.  
 
I personally use seperate renderers for the different markup languages available so I would go with writing a seperate chtml and xhtml site. But it is really up to you to decide who you want to support - this is hard to tell sometimes, but, if your users are going to be mainly using new Docomo phones and AU phones then just XHTML across the board will be fine.  
 
If you are specificaly trying to target Tuka - the older generation of Japanese are favoring these handsets now - then you will have to delve into the wonderful world of HDML.
 
good luck with your project.. must be tough coding for these handsets from the otherside of the world!

Apart from i-mode HTML, NTT DoCoMo also supports XHTML in their latest
phones. TU-KA, from what I heard on this mailing list, has some
conversion mechanisms in their gateways that can translate from i-mode
HTML to HDML. Maybe you have a look in the archive of this mailing
list. People reported they managed to have a simple XHTML page that
worked for all providers.
