How do the services that allow one to track kids (and so on)  work?

Is the request initiated by the parent, which polls the child's  
handset, or does the child's handset sporadically report it's  
position, and the parent gather the info from a central repository?

Basically: how dynamic is the interaction, and who initiates it?
