There will be Japanese phones before that. Some where expected to being 
displayed at CeBIT, but were unsurprisingly delayed...

The uninterest is valid for some of the manufacturers, but not all. Some of 
those who have tried the hardest have performed relatively seen the worst. 
Panasonic is one example. They simple make odd GSM phones with a Japanese 
touch, but not the technology, and fairly strange feature sets. 
Mitsubishi's Trium brand is almost a European brand not performing that 
well either.

Yes, but probably before that...

It is becoming easier all the time to build a GSM phone. There are so much 
components available.
