Yes.

If someone gave me a keitai number I would know I could contact them with
reasonable certainty. If they gave me PHS I would know that I could
contact them only with rather less certainty. "Call me on my PHS" != "call
me on my keitai"

In my experience/usage keitai relates to - well - real keitai...

(any argument from etymology/technology is irrelevant, I think)
