I don't see the problem here. If they can charge your number's credit
balance for a phone call every time you call, why can't they also charge
it 300 yen at the beginning of the month for a subscription service?
If the user doesn't have the credit available, you can just cancel the
subscripiton and let the user re-subscribe later if he wishes.
