Meiji Restoration = restoration of the Meiji Emperor to power, as opposed to
being a de facto pawn of the Tokugawa Shogun. Prompted by the 'Black Ships',
though. But one of the key slogans of the period was 'Expell the barbarians,
restore the Emperor'
As far as I recall, British engineers worked on building up infrastructure
(telegraph, trains - ironic!) and Prussians on building a modern army and
constitution. Hence 'Diet' for the legislature.
So they'd probably have deployed GSM ;)
