it was a docomo regulation for 503 series. 504 coming soon has a 30k limit
so they may follow this for germany. certainly the european handsets vendors
all seem to use 50k as a minimum, so sticking to 10k would be insane.

midp doesn't support code streaming or dynamic class loaders. AppStream have
been promoting their talks with docomo, but nothing has materialized in
hardware yet.

in japan, docomo allow java contents to come from any server, including
unofficial/'katte' sites. this is a policy decision and may differ for
germany.
JPhone has the opposite policy where contents have to live on an officially
blessed server; hence 'official' java content aggregators such as
spicyvector have sprung up. this is arguably because JPhone's api allows
more access to phone features than sandboxed doja (MailListener?).
