The upgrade path might be more expensive
If you look at
1xRTT EV-DO --> 3G costs $ Only a software Upgrade
GSM - --> 3G cost $$$$ Software and Expensive hardware upgrade
The cost of the upgrade for PDC is probably going to be just as expensive
