(keitai-l) Worldwide content deployment

Hello everyone,

I have a question regarding WAP 2.0 content deployment to different 
countries.

This content is being hosted on a web server in Japan and is perfectly 
viewable and browsable with the 3 carriers here. So far no problem.

This content is also perfectly accessible and viewable from Hong Kong 
and Australia using local maket's WAP 2.0 compatible devices  but it is 
not accessible at all from India from WAP 2.0 devices.

Would it be possible that the Inida carriers disable acces to non 
registered / non official content providers ? Any idea on that ?
