Vodafone 3G in Japan has SMS & MMS (which I guess does make it "rarer than
hen's teeth", given V's determined attempts to kill itself in the Japanese
market). I guess it's not promoted as that, but that's what the backbone is
and now it's indicated on the phone, too.

I think one big difference is that SMS in Europe includes the ability to
charge people for a service.
